Support the operation of the Award appropriately with staff, money and any other resources.
Standards and Quality
General
Ensure that, based on the Award Development Plan, systems are in place to maintain the standards and credibility of the Award and to review, evaluate and regulate the quality of delivery of the Award both by the Operating Authority and authorised Award Units.
Most important is to keep the whole organisation “in touch” with the National Award properly.
Award Development Plan
Develop and maintain an Award Development Plan as a written base for the operation of the programme by the Operating Authority, covering all “Six Pathways” elements properly.
Overtake the essentials of the Award Development Plan into the public mission statement of the organisation as a whole.
Documentation
Document the work of the Operating Authority, its Units and participants’ activities properly (“Award Portfolio”).
Award Team
Designate
An Award Team (Programmleitung) to be responsible for all matters relating to the operation of the programme by the Operating Authority;
One member of this team as the Award Officer (Programmleiter) and another member as the Deputy Award officer (Stellvertretender Programmleiter) of the Operating Authority.
All team members SHOULD, Award officer and deputy MUST take part in the Award Leaders Course (Grundlehrgang) and the Award Officers Course (Leitungslehrgang).
Award Units
Register every Unit at the National Award Office (there have to be 5 participants at least).
Ensure that every Unit
Has an Award Team consisting of at least an Award Leader and a Deputy Award Leader is appointed and trained.
Maintains its Award Unit Development Plan, conforming to the Operating Authority’s one.
Is advised and updated on the operation of the Award regularly.
Supply Award literature and Record Books.
Approve Instructors, Supervisors and Assessors, before the young person starts an activity, and ensure that they are properly qualified or experienced for their roles. The approval of an individual as a suitably qualified Instructor or Assessor rests entirely with the Operating Authority.
Ensure in the Expeditions Section that
Training and practise ventures are done properly and
Units are able to operate independently of external expedition events.
Maintain accurate records and statistics on Award participation.
In the case of large Operating Authorities, some of the Operating Authority’s responsibilities may be delegated to Units, which are able to cope with them. Nevertheless overall supervision of all aspects of the Award remains with the Operating authority.
Co-operation with the National Award Office
Notice all changes of basic data (e.g. new units, leaders or addresses) to the National Award Office.
Return the Annual Report of the Operating Authority and of all of its Units until January 15 in the next year (latest!) to the National Award Office.
Deliver copies of all Award materials, which the Operating Authority or one of its units produced, to the National Award Office.
On the websites of the Operating Authority and its Units, position links to http://www.jugendprogramm.de.
Pay fees and other financial obligations (e.g. Award materials, Award courses) in time.
Optional Responsibilities
Some Operating Authorities may also be able to:
Support young people who wish to take part but do not belong to any particular organisation.
Hold stocks of equipment for use in training and on expeditions.
